Single Statewide Accountability System (SSAS) Awards

NOTE of COVID-19 Impact:
GOSA is unable to calculate SSAS award winners for 2020 due to the cancellation of 2020 Milestones testing and the lack of 2020 CCRPI data.

 

As mandated by O.C.G.A 20-14-37 and State Board Rule 160-7-1-.01, GOSA develops award criteria under the Single Statewide Accountability System (SSAS) and presents them for approval to the State Board of Education. Awards are given to schools with high academic performance and/or high academic growth.

2019 SSAS Awards

GOSA announced the 2019 SSAS award winners on December 19, 2019. Award winners will receive a certificate and banner to display in their schools.

Details of Calculation

In 2018, the Georgia Department of Education (GaDOE) revised the indicators included in the CCRPI. As such, GOSA modified the SSAS award eligibility criteria and the State Board of Education approved the criteria in September 2018.

For the 2019 awards, GOSA used College and Career Ready Performance Index (CCRPI) data from the three most recent school years to determine SSAS awards in two categories: Greatest Gains and Highest Performing.[1] Each award category has four tiers: Platinum, Gold, Silver, and Bronze.

Greatest Gains Overview

Greatest Gains schools exhibit high growth in student achievement by earning a three-year average CCRPI Progress Score in at least the 93rd percentile in the state. Additionally, schools must remain in the same CCRPI Single Score range, as displayed in Table 1 above, over the last three years and be excluded from GOSA's Turnaround Eligible Schools List and GaDOE's Comprehensive Support and Improvement (CSI)/Targeted Support and Improvement (TSI) lists.[2] Table 2 below shows the Greatest Gains criteria by award tier.

**If a school spans grade clusters (K-5, 6-8, 9-12) and is eligible in one cluster, all other clusters must be at or above the 75th percentile for the Progress Score in addition to meeting the other award criteria.

Highest Performing Overview

Highest Performing schools exhibit high academic performance by earning a three-year average CCRPI Content Mastery Score in at least the 93rd percentile. In addition, the three-year average CCRPI Closing Gaps Score must be at or above the 75th percentile in the state. For the Platinum or Gold award tiers, schools must earn a CCRPI Single Score of 90.0 or above in all three years, while Silver and Bronze award winners must earn a minimum CCRPI Single Score of 80.0 for all three years.[3] Schools must also be excluded from GOSA's Turnaround Eligible Schools List and GaDOE's CSI/TSI lists. Table 3 below shows the Highest Performing criteria by award tier.

[1] Schools must earn CCRPI Single Scores and Progress Scores in all three years for all applicable grade clusters to be eligible for Greatest Gains awards. Schools must earn CCRPI Single Scores, Content Mastery Scores, and Closing Gaps Scores in all three years (if data are available) for all applicable grade clusters to be eligible for Highest Performing awards. [2] This criterion allows for some volatility in CCRPI scores from year to year while ensuring that schools with high growth are not demonstrating lower performance in other areas. For a list of 2019 CSI and TSI schools, visit this Georgia Department of Education page.

[3] This criterion ensures that schools with high Content Mastery Scores are not demonstrating lower performance in other areas of the CCRPI.
